Season 4-5 killed so many Villains
The main reason we think that old villains will be back for the upcoming sixth season of The Flash is that there are none left. In Season 4, the Thinker killed most of the bad meta guys to steal their powers. Even in The Flash Season 5, most of all the villains were killed by the end of the finale. It would be stupid to keep introducing new and new characters every season, bringing old ones will be a smart choice.
No one stays dead in Superhero Shows
In any comic book, superhero movie or show, none of the characters stays dead permanently. We have seen that The Flash has so many times killed Eobard Thawne aka Reverse Flash and brought him back. The Flash have multiple universes; any dead character can be bought from one of the parallel Earths. It would be probably used to bring back dead villains in the season 6 of The Flash TV show.

Derek Meers, the actor who played Dwarftstar in the previous seasons of The Flash, has revealed that he is still in talks with the production team. It has always been the case with superhero shows, that any of the dead characters come back in future episodes. There are a lot of Flash villains who are dead or missing, the most popular choices to make a comeback in Season 6 are:
